Simplified Descriptions of Items For Vote

Paragraph 20(a) (Owner-Occupancy)
This amendment is designed to keep out investment buyers who wish to buy homes in Silver Springs just to use them as rental properties. Also, the Board is given the ability to grant a hardship exception, if needed. It also allows for current homeowners to allow immediate family members to live in the home as needed upon death, regardless of being on the mortgage. This type of covenant has become very popular in many neighborhoods since out-of-state rental investment companies started buying up huge numbers of foreclosed or vacant homes.

Paragraph 20(f) (Trash Cans)
This amendment discusses where an owner must keep his trash cans on non-trash collection days. An owner can keep his trash cans in the garage or outside along his garage, so long as the trash cans are hidden from public view. The goal is to keep neighbors and people driving down the street from staring at trash cans on non-trash collection days, which takes away from the nice appearance of Silver Springs.

Paragraph 20(j) (Parking)
The only update here is to outline not allowing for overnight street parking. All other verbiage is already part of current covenants.

Paragraph 20(s) (Fences)
Fences are already covered in the covenants, with only black chainlink or iron fences permitted. This update allows for 48-inch high vinyl fences to be considered, and also 2 six-foot high privacy "panels" in the attempts to allow for some privacy for homeowners, while still keeping with the original goal of the neighborhood of an open concept neighborhood. This amendment applies to new fences, and when the owner of a grandfathered, non-conforming fence repairs or replaces the fence, it must meet these requirements.

Paragraph 20(u) (Lot Maintenance)
This amendment would allow very special styles and sizes of yard sheds to help with the storage of lawn equipment, children's toys, etc., that could potentially be left out in yards, detracting from home values.

Paragraph 20(w) (Recreational Vehicle Operation)
This amendment restricts the operation of gas-powered recreational vehicles to limit noise pollution in Silver Springs. Only electric-powered vehicles which emit little or no noise would still be allowed. However, any street-legal vehicle, including golf carts, would still be allowed. This would also help with the safe operation of recreational vehicles, due to the inclusion of street-legal features like turn signals and brake lights.
